Culture-centric concept of Global Citizenship. (Discussion)

The most comprehensive definition of culture so far available is ,“culture is a set of values and meanings”. It is made available and it prevails through the process of inter-generational transfer of these values and meanings. Cultural literacy and academic literacy need not co-exist. In what all ways online teaching-learning can contribute towards Global cultural literacy?
